Prior to joining NOVE, Pelayo was a trainee in the European Peoples Party Group of the European Parliament.

Working in the Industry, Research and Energy Committee, Pelayo followed urgent procedure negotiations Gas Storage, as well as negotiations on the Gas and Hydrogen Package and the Energy Performance of Buildings.

Before arriving in Brussels, he completed his Double Bachelor on Business Administration and Law at Universidad Loyola, Sevilla. During his studies, Pelayo completed a traineeship at a Spanish law firm specialising in the public sector and civil law.
